Artifacting Issue pc

Hiya all,
Basically i keep getting weird glitches on certain programmes, on this case 'SubstancePainter' which i believe is artifacting? It does this then the whole screen freezes and i have to task manager close it. What can be the issue, is it the Graphics card?

My specs are:

Processor Intel(R) Core(TM) i7-3770 CPU @ 3.40GHz

Video Card AMD Radeon R7 200 Series

RAM 16 GB

Operating System Microsoft Windows 10 (build 16299), 64-bit

Any help?
Also no games run on here, The menu screen loads for them but as soon as i click something it crashes?
