Artifacts and Cant Update Any Drivers (Fairly New PC)

I have a computer that's only been used for about a month, but the pc is already starting to get damaged. As of now, I have artifacts, I cant update any of my drivers, and none of my softwares work properly because it either crashes or gets and error. However, my startups are fine, no BSOD, quick and fast reboots.

Some of the things I already tried are getting an RMA for my gpu which they replaced my card, inserting my card into a different Pcie slot, fresh reboot, reinserting my ram, and checking my psu cables.

I have tried to find solutions online but I couldn't find anyone who had similar symptoms such as specific artifact characteristics and driver update failures on a fresh pc

In my opinion, I think its my motherboard. I might need some advice of what could be the problem before i buy another one. Thanks.

time to wipe the disk and do a "really" clean install.

First, you need to download DBAN Disk Wipe (https://dban.org/) and use it to wipe the HDD. This will make a nice surface for the OS install. If you’re not familiar with DBAN, here is how to use it: http://www.techfleece.com/2013/08/22/how-to-securely-wipe-your-hard-drive-using-dban/
Next, you need to get the latest version of Win10 onto a USB stick. Do that here: https://www.microsoft.com/en-us/software-download/windows10
Disconnect all except the c:\ boot drive you do this. When you have that done, plug your new Win10 USB Boot stick into a port on your computer, turn it on, and let it do it’s thing. Follow the directions, answer the questions, and all will be well. Immediately after the install completes, go to "settings->Update & security->Windows Update->Check for updates" and get all the latest stuff downloaded and installed. Once that’s done, you can start installing your applications.

I finished my DBAN disk wipe and boot with new windows 10. Unfortunately, I'm still getting all the symptoms. I think it is a hardware problem but I'm not sure what's really causing it.
