Question Artifacts, GPU not detected

I started my computer today, and I have severe artifacts on my screen. Windows and DXDIAG say the GPU reported a problem and Wndows has shut it down. Games don't detect it. So it must be a defective GPU, right?

Well my CPU does not have integrated graphics, yet I have a display. I would chalk that up to broken weird behavior BUT when I restart my computer it takes a good 15-30 seconds for my keyboard and mouse to get power, which never happened before.

Can a failing GPU cause the mouse/keyboard to delay getting power?
Is it my motherboard failing?
Is it the PSU failing?

It's a 980 TI

CPU: i7-5820k
Motherboard: X99A Raider
16GB DDR4 RAM
PSU: Corsair RM850

I switched PCI slots and also switched my monitor cable.
I've been using this setup for about 3-4 years without issues.

Side note: when I take screenshots with print screen the artifacts don't show up. Does that mean anything?
