Artifacts, screen flickering, but okay during heavy games

Hello, my friends.

Almost everyday I see artifacts, screen flickering and sometimes the computer freezes when idle. The problem is that during heavy games like Battlefield 4, the computer never - I mean NEVER - show these problems. They happen only on low demanding tasks, like internet browsing.

My specs:
Windows 8.1
Phenom X6 1100T
4x2GB Corsair
Mother board Asus Crosshair IV Extreme
VGA GigaByte Radeon HD 7970
2 ssds,1 hd and 2 additional fans
power supply: Corsair 650W

What I already done:
Memtest 95+ for memory ram
HD Tune for the hard discs
Formated Windows 8.1 and reinstaled all drivers
Tried ATI beta drivers
removed half of the memory ram them used the other half
calculed my power supply needs on the famous calculator, they show I have enough power

What else could I try ?

Is it overclocked? What make and model? What are GPU idle/load usage/temperatures?

1 pass with video memory street test, no errors 🙁

Is it overclocked? What make and model? What are GPU idle/load usage/temperatures?

No overclock.

44ºC at idle
62ºC running OCCT

PS: I live in a tropical country and it's summer.

The curious part is that I didn't see any articfats, screenflickering or freezes since I started testing lol

Could a faulty power supply cause all this ?

did you install the chipset drivers for the mother board? try driver booster 2
update all drivers and restart and see if you get anymore artifacts.
If this does not help i would rma that card seems your having 2d clock issues not 3d so you need to test 2d functions.

Hello,

You won't believe me, but the problem stopped after I changed the power options of Windows 8.1 to "High Performance".

I saw other people reporting freezes when this option were at "Balanced", I think this is a 8.1 issue with certain computer parts.
