As a beginner should I start with a custom water cooling loop pr and AIO liquid cooler?

As a BEGINNER, I suggest you go with an AIO cooler. Yes, a custom loop is better performance, but a custom loop is aimed at more experienced builders. Besides, installing a AIO cooler is much easier to install and safer, though it could be louder if you don't replace the fans if you have a noisy liquid cooler.

OC takes some decisions first, before anything is bought. First, decide just how far you want to try and push the OC. There's a considerable difference in a 4.2GHz OC and a 4.8GHz OC for example. A mid to low OC doesn't require much at all in the way of cooling, you can OC an intel cpu to 4.3GHz on a $30 hyper212. For higher OC, cooler temps, you still won't need much, you could just as easily use a Noctua NH-D14 as a corsair h100i. It's only the very highest OC that really demands the ability of the 280mm rads, even the huge Noctua NH-D15 can only take so much punishment.

There's also the cpu. The older AMD Fx benefit from bigger coolers, the new skylake cpus run so cool there's little need for the biggest coolers as you probably hit voltage limits long before hitting thermal limits.

Start with a plan, list what components you have, leave cooling for last, and figure just what you expect, need, and are capable of doing as far as OC is concerned. It maybe your components put on the brakes, not every system is built to take extremes.

With an AIO, you don't have the ability to expand or do anything with it if you decide to go further. With a watercooling kit, you can.
