Question As of 7/22/18 my PC can't run any games properly

Specs: GPU: GTX 1070
CPU: i5-4690 (prob. bottlenecking GPU, I know)
MB: H97 anniversary
RAM: 8GB
My PC runs perfectly when im not running any games and when I'm tabbed out of a game, but when I'm running the game the fps goess from 60+ to 4 to 16 in one second. When the problem first occured I had a GTX 970. Since I upgradded it's still a problem leading me to think it could be a cpu issue

cpu temp: 98-100
gpu temp:33-34
(also on msi afterburner cpu usage is 99%-100% but in task manager it's 34%
PSU: EVGA-500 W 80+ certified ATX power supply
Ram usage : min:3748 max:5340 (usually about 5200)

CPU temp is high enough to throttle. Try reseating your cooler and if that doesn't work upgrade your cooler to something beefier.
