Question AsRock 5600xt Phantom Gaming D3 Underperforming

I recently bought a AsRock 5600XT graphics card and I feel like it is underperforming, even though it does hit max clock speeds. I have seen other gaming benchamrks with lower pc specs than mine running games like monster hunter/gtaV on high/ultra settings at 100 fps, while I am running both at medium/normal and barely getting 55-60 with some frame drops.
My specs are:
intel 10700k
16 gb ram 3600mhz
1tb samsung evo ssd
500W EVGA psu
mobo: z490 gaming plus wifi (edit)
I check temps and they are within acceptable ranges. I have tried reinstalling the amd drivers as well as reinstalling windows, and nothing really changes.
Any help would be greatly appreciated ty!

ram/ssd usage?
model of this 500w evga psu?

the psu is https://www.microcenter.com/product/457414/evga-500-watt-80-plus-atx-non-modular-power-supply this one.
I think it gets to around 1700 mhz and 70 oC, I can check in a bit
not sure about ssd and ram usage, where to find that?
