That would be because
Your Motherboard is to old and ASRock does not support
Drivers for the newer OS'.
Try gathering the drivers your self.
As your hardware is quite old, you may need to use older Vista drivers to get it working.
Make sure that you select the propper 32-bit or 64-bit drivers based on your OS.

ATI Radeon Xpress 200 Northbridge Driver => amd.com
ULi 1573 Southbridge Chipset Driver => google.com
Realtek ALC850 Audio Codec Driver => realtek.com.tw
Realtek PHY RTL8201CL LAN Driver => realtek.com.tw
If you can not find a driver,
Google it!
As the manufacturer no longer supports it, and it uses legacy components, it is possible that drivers do not exist.
