ASRock 970 Extreme4 won't boot into POST

I can't boot into post when turning on asrock 970 extreme4. I am trying to test the board outside the case.

CPU: AMD FX-6300
Graphics: EVGA 01G-P3-1302-RX GeForce 8400
Power Supply: EVGA 400 watt

When I turned on the mother board, the CPU fan and the GPU fan both turned on, but there was no video display. I tested the monitor and tried another video card, but nothing. The Dr. Debug LCD always reads 00 when the board is turned on.

Then I figured it could be I didn't have the ATX 12V 8-pin power connector plugged in to the power supply, but when I did that the mother board wouldn't turn on at all. When I unplugged the 8-pin connector the mother board still wouldn't turn on -- until I reseated the 24 pin power connector. Then it turned on again. I tried three or four times and the same thing happened. Is it possible I'm not supposed to have both the 8 and 24 pin ATX connectors plugged in at the same time?

Any advice would be most appreciated.

1.yes, both the 8 and 24 pin ATX connectors should be pluged in
2."00" on the Dr. Debug means: Please check if the CPU is installed correctly and then clear CMOS
3."01 - 54 "means: Problem related to memory. Please re-install the CPU and memory then clear CMOS. If the problem still exists, please install only one memory module or try using other memory modules.

I found another 8 pin connector from my psu and tried it in the ATX 12V 8-pin. Still no POST, but now the leds on the power, reset, and cmos reset buttons come on. I get a 19 now on Dr. Debug. I don't know what's going on.
 
I realized I had taken my 4gb simm out to see if that did something. I put it back in, and VOILA! it posted right up! I guess I solved it myself. What a dodo. I don't know why one of the 8 pin connectors from my PSU worked and the other didn't, but I guess that's the magic of computers.

I have the same problem. Dr debug says 00, then i checked all my cpu n it's good. Then i clear cmos, then dr debug says 5d. What it's mean? The cpu still not booting. Please solve this..
