asrock 990fx extreme9 am3+ boot issue

Hi guys, i have been using this build for about 6 months and been having this problem repeatedly.

Asrock 990fx extreme 9 am3+ amd mobo
Amd fx9590 black edition processor
Sedion liquid cooling
Asus radeon r7 260x ocd2
Samsung evo ssd

Evesince i first built it. it took a few tries to actualy boot all the way up. the mobo has a little 2 digit boot screen that always stops on 05. whenever it would randomly boot all the way up iwould keep it running because my cooling system keeps it at 40 or less degrees. but whenever it shuts off for any reason or i restart for updates. it instantly start this stupid 05 boot error. and i have to turn it on and off thousands of times for days before it will randomly boot again.alaways the 05 error. runs amazing for weeks at a time whenever it does boot. high end gaming and live streaming. The manual says that its a ram error. but i have switched out multiple differnt brands and speedsof ram. alongith sapping video card and power supply. i have unplugged everything and madesure everything was exaclty right hundreds of times. i have no where else to turn and really dont feellike its broken. because everytime this happens i try it for a week or two and it finaly comes back on as if nothing was every wrong. please please help. i do not have the fundsto amke any kind of decent comparible replacemnet. thank you all in advance. i will upload any pictures or info that you need.

01 - 54 (except 0d), 5A- 60 Problem related to memory. Please re-install the CPU and memory then clear CMOS. If the problem still exists, please install only one memory module or try using other memory modules.
 


So i should reinstall the cpu and how do i clear cmos?
 
I saw a similar thread where he said dust and humidity made his cmos chip covered in a sulfur compound or something strange. I find where it says cmos on my mobo and there is definately something white and powdery allover it. Looks like corrosion. He said he cleaned it and it fixed the problem. Any suggestion on how I should go about cleaning it.
