Question ASRock AB350 Pro 4 motherboard booting

Hello, I have an interesting thing that happens. When I am in windows 10 and restart my computer and enter the bios, it does not show my secondary hard drive or my cd/dvd player. The 2 will not show in windows 10 either. I have tried loading default bios settings, but does not help. Now if I turn my computer off and wait 5 seconds and restart, then enter bios all is showing and works just fine. The 2 missing items will then show in windows 10 also. Is this a windows issue or a motherboard/bios issue. I have learned to turn my computer off completely when I need a restart, but if windows updates, it just restarts.

When posting a thread of troubleshooting nature. Include the version of your board's BIOS and then the version for your OS. Also include the age of your PSU and it's make and model(not just it's wattage).
