Asrock ab350 pro4 automatically turns on when psu is turned on

I have been gaming on my beautiful build for over a year. I changed the case and everything was working fine. But then my dumb ass decided to add some RGB led strips and when down to walmart and got the 65" led strip they have for behind the tv. Everything was working fine but then all of the sudden the RGBs started flashing like lightning and shortly after the pc powered down. I tried to turn it on and it wouldnt. I unpluged it and took it to my work bench and as soon a i pluged it in the motherboard turned on but no display. I have tried the graphics card in another motherboard and its working and tried another psu and still no display. I have cleaned the ram and still nothing . i think its the motherboard because it wont shut off even if i short the power pins. I have to flip the psu power off then the cyclie starts over again. Please if anyone can confirm its the mobo or have and idea on whta it is please help.

CPU: Ryzen 3 1200
Ram: Ballistix 4×4GB 2400 MHz 1.2v
GPU: EVGA GTX 750Ti
