Question ASRock AB350 Pro4 Ryzen Build Boot Issue

I just finished building my new computer and am having an odd issue, the build is as follows

ASRock AB350 Pro4 AM4 AMD
Samsung PM981 Polaris 256GB M.2 NGFF PCIe Gen3 x4, NVME SSD OEM
G.SKILL TridentZ Series 16GB DDR4 SDRAM 3200 (PC4 25600)
AMD RYZEN 5 1600
EVGA GTX 690
EVGA 500W 80 Plus Power Supply
Corsair Carbide Series 275R Case

When I have the graphics card installed the system will not boot and there are no beep codes the fans just spin up and stay on. If i use my old graphics card a GTX 750ti the system boots up just fine and works great. The 960 has been tested in another system and is verified working, I suspected the power supply and have already swapped it out for a replacement and the issue persisted and did not change. I now suspect that the motherboard could be bad but have not replaced it yet.
If any one has any other ideas on why this issue is occurring it would be greatly appreciated.
