I'm looking for max. 600€ pc build.
Asrock seems to be the mobo of choice (Asrock b150m pro4s)
if it can boot to Windows with Samsung PM961 M.2 ssd (with pci-express x4 adapter).

Does it matter what kind of PCI-express -> M.2-adapter I use (for OS boot properties)?
I was thinking simple less than 10e adapter ( example http://www.ebay.com/itm/PCI-E-3-0-x4-Lane-Host-Converter-Card-M-Key-SSD-M-2-NGFF-to-Nvme-PCI-Express-/252515003672?hash=item3acb112d18:g:n4UAAOSw-itXwUkv)

So what do you think?

If it is no go, I'll revert to cheaper motherboard and sata ssd.

I was thinking Win 7 Pro.
Win10 is an option if Win 7 isn't playing along with the drive.
Quick search brought me to MS article: Update to add native driver support in NVM Express in Windows 7 and Windows Server 2008 R2.
https://support.microsoft.com/en-us/kb/2990941

Maybe that helps?
I have very little experience with integrating drivers etc. to Windows installer (WAIK / ADK).
