ASrock b350 Pro4 No Post No beeps

My pc was running fine without any crashes until now. Woke up, turn pc on and constant boot loop. So far i tried to remove ram and videocard same loop and no beeps. I have installed system speaker so i should hear beeps. Removed motherboard from case and run it same result , different powersupply same result. Tried single ram stick in every slot. Removed CMOS battery.

ASrock b350 Pro4
Ballistix Elite 16GB DDR4-3000
EVGA GeForce GTX1070 FTW

Weirdly enough the ethernet port LED is blinking but i dont have a cable inserted.

I tried reseating CPU twice same result , tried to run pc without 8-pin CPU connector and loops and LED blinking stoped. So does it mean my cpu is dead ?

Try to boot with only cpu and 1 stick ram in slot #2.
8-pin is required to boot cpu.
