Question Asrock b450 steel legend

Hi yall I just got my new motherboard ram aio and psu so I connected them all to the mb (I dont have the cpu yet) when I flick the psu switch all the rgb in the system turns on also the fans and the motherboard rgb but when I press the power button nothing happens no fans spinning nothing is it because I dont have a cpu yet or is the motherboard just faulty?
