Question ASrock B450M Pro4 Bootloop

I have an ASrock B450M Pro4 which I'm looking at for a friend. He says he moved the RAM around and then it got stuck in a bootloop. There is no video output and only the fans and RGB LEDs spin up. After a BIOS reset I managed to get into the BIOS, but as soon as I shut it down and put in the other stick of RAM I was back in the bootloop. I have tried:

1. Both sticks in all slot combinations
2. One stick in each slot
3. No RAM
4. No GPU
5. Normal BIOS reset
6. Taking out CMOS battery
7. Reseating CPU

I suspect it's a faulty motherboard or RAM but any ideas?
No beep codes either

Found the culprit! RAM had to be clicked in at both ends!
