[SOLVED] ASROCK B550 Phantom Gaming CPU and DRAM lights on

I have a Ryzen 5 3600 and when I turn the computer on the DRAM light and CPU light flash but the computer does not start. What is the most efficient way to troubleshoot this issue? Thanks
