the TDP is the Thermal Design Power which is a standard for measuring heat tolerances and maximum wattage, not clock speeds or boost frequencies.

if you're concerned about temperatures they can tolerate up to the high 90s°C without damage.
if you're concerned about clock or frequency speeds then that depends on your voltage and your CPU's silicon.
if you're wondering what the maximum allowed wattage is you may need to contact the CPU manufacturer if it is not listed in the product specs.

+- 10% faster single core score (Geekbench 4)
+- 25% faster multi core score (Geekbench 4)

And temps remain below 60 degrees, even under load.
