ASrock bios constantly freezing

LONG story short, I had to get a new motherboard. Msi board lasted a little over a year. I spent 2 full months without a PC as I looked for a decent replacement. Every review on every motherboard in existence was looked at prior to buying this. Decided on the asrock z270 extreme 4.

Got everything hooked up last night at last. Had Windows 10 on a USB all ready to install.

Bios freezes sometimes right on the screen where you hit f11. If I'm lucky enough I can actually get into the settings. 5 seconds max into the actual bios, and it completely freezes. Can't boot from USB as it will freeze the second I select boot from USB.

What am I missing here? Everything is connected fine, all lights on, fans spinning. The furthest I got into the bios one time was the screen where it shows everything connected to the motherboard. Everything checked out fine. I removed everything from the mobo and reconnected, nothing. Formatted my SSD so it was ready for a clean install.

I'm about ready to throw this whole system out of the window and buy a laptop
 
Update:

I managed to get into BIOS and OC... as was suggested by someone online. That seemed to make it so that it didn't freeze every 5 seconds. I also did this, which seemed to help:

"Please try to lower vccio to 1.1V and vccsa to 1.15V manually."

Ok great - I'm in bios I can change settings now without freezing. I plug in my Ethernet cable and flash update to latest bios, it was successful, great.

Here comes the part I am most confused about.

When selecting to boot from my USB that has Windows 10 on it to install, sometimes I will get to the install screen, sometimes I will get to almost when it starts copying files, and it will give me this error screen and reboot:

Not my picture, I found it online but it is the same error I'm getting.

So I figure maybe my SSD is the culprit this entire time????? So I switch to my other HDD and go through the same process. There's the error screen again.

I feel like I'm making some progress but am still baffled at this point
 
A few things I would check.

First, go in and try and reseat everything "socket". RAM, PSU, etc., check your SATA cables. See if you can get stability.
Beyond that, check your BIOS and see if you can watch CPU temps to see if it might be OH protecting?

You've forgot to describe your PSU (Power Supply Unit).
Described problem looks as PSU is not enough for your system or it is deffective. (If you're sure that all other components are in good working condition and you don't have an overheat issues)/
To check it:
0. Turn OFF computer. Then turn off PSU switch(on back side, of not - get power cord off)
1. disconnect all PSU cables from mainboard, cards, discs, others.
2. short grey and green cords at 24-pin connector using a paper clip (for example) or piece of cord.
3. turn ON PSU switch or insert a power cable.
4. Check voltages using a multi-meter tool between Black(ground) and all of colors - Orange(+3.3V), Yellow(+12V), Red(+5V) it must be +/- 5% of nominal voltages and have NO pulsations (voltage must NO change during checking).
Also check Blue(-12V) and Violet(+5V SB) it must be +/- 10% of nominal voltages and have NO pulsations also.

Thanks for the reply. I was hastily using my phone when I wrote the original post. Power supply is brand new out of the box so I wouldn't think it would be the cause of the issue. It is more than want is needed for my build (650W). but I will try suggestion if all else fails.

My biggest issue now is that I can't seem to install the OS. Even with no hard drives attached to the computer I still get the blue screen, "Your PC ran into a problem and needs to restart". The stop code is usually "MACHINE_CHECK_EXCEPTION" but one time it was "WHEA_UNCORRECTABLE_ERROR"
 


Brand new also may be defective. Also many of manufacturers calculate power wrong. At good PSU you have only 1 line of 12V with high power (about 50-55A for REAL 650W PSU), others have 2 and more 12V-lines and calculate all 5V and 3.3V lines to output power.

Which PSU you're using? Make a photo of PSUs sticker.

I do have my old PSU kicking around I could try seeing if it works, only reason I upgraded to this was to get a fully modular and clean up the clutter in my case
 
EVGA is not so good in quality. I've returned some new Video cards and PSUs with manufacturing defects as noise coils etc.
So, it may not be same in your case.
ASRock is also not so good manufacturer, and you may have an incompatible issues. MB with RAM for example.
 
Well I'm still messing with this.

Got home from work, removed EVERYTHING from the motherboard. Including the CPU. Checked it for any bent pins or anything abnormal, nothing. It looks fine.

Put everything back together, tried booting windows 10 from USB (also formatted USB and reloaded WIN on it) instantly get the blue screen machine check error. Tried going to default bios settings, no luck. Tried updating bios and it said I have the latest version (I updated it last night)

I load Linux onto a different USB drive. Don't get far because even on that it's giving me another machine check code. Picture attached...

Could my CPU be toast? I don't know what's left to replace at this point.

Also, I never did try my other power supply. But I don't think that would be the culprit at this point

Any help greatly appreciated....
 


Did you checked RAM-modules? It may be corrupted also and give a Kernel panic. Cause memory-controller is built-in inside CPU. Try to check it with other CPU also.
 


Hey man. It was my CPU that was the culprit the entire time. Not even sure what led to it going bad... never overheated, etc

I literally replaced everything on my system one thing at a time until I could get it running. Very last thing I did was get a new CPU.... Motherboard and all other components were A-OK the whole time. But yeah, with that CPU installed i could not get system to POST, very few times that it did I would get various errors, freezing, black screens, you name it.

I remember the day I got my new CPU. Popped it in, pressed power button and bam, everything working PERFECTLY. Installed fresh copy of Windows, have not had a single issue since
