Question ASRock CL27FF Monitor DOA?

Brand new ASRock CL27FF monitor right out of the box:

1. Plug monitor into wall outlet
2. Press power on button
   1. Blue power on light in back comes on (solid)
   2. No monitor illumination
      1. Nothing at all
      2. Just an unlit black screen
3. Press joystick /power button to open OSD menu
   1. No monitor illumination
   2. No OSD menu
   3. Nothing
4. Power Off and unplug from outlet
5. Plug in HDMI to monitor and GPU
6. Plug in and turn on monitor
   1. Blue power indicator light is solid
7. Turn on PC
   1. Monitor's blue power light blinks a couple times as PC goes through POST
   2. Monitor does not illuminate
   3. PC finishes POST, monitor never illuminates
   4. Press monitor power button to enter OSD menu
      1. No OSD menu displayed
      2. Monitor screen still dead

Just RMA this thing?

are you sure the power on button is the same as the osd button?
but if solid blue and nothing happens (should show asrock at first) then it's faulty and you should RMA it
