ASRock E3C224D21 Failing to Boot troubleshooting

Hi, I've just build a new system using a ASRock E3C224D21 motherboard and core i3 CPU with the following parts

CPU: Intel Core i3-4360 3.7GHz Dual-Core Processor
Motherboard: ASRock E3C224D2I Mini ITX LGA1150 Motherboard
Memory: Crucial 16GB (2 x 8GB) DDR3-1600 Memory
Storage: Western Digital Red Pro 2TB 3.5" 7200RPM Internal Hard Drive
Storage: Western Digital Red Pro 2TB 3.5" 7200RPM Internal Hard Drive
Case: Fractal Design Node 304 Mini ITX Tower Case
Power Supply: SeaSonic 450W 80+ Gold Certified Semi-Modular ATX Power Supply

When I turned the system on for the first time the fan spins up for a few seconds and then spins down again and the system keeps trying to restart.

I have been trying to troubleshoot but suspect its the board that's bad.

I've already tried a second PSU and another CPU in the board, removed the board from the case removed all the other components and reinstalled them and it still won't fire up. Is there anything else I can try before sending the board back?

I'm not a novice PC builder and I've built many PC's over the years without any such problems.

 
Hi Thanks for your response, according to the sticker its p2.00 I had originally fogotten to connect both power cables to the motherboard. fans are now spinning up but the board is not posting either with or without RAM installed
