ASROCK Extreme9 AM3+ Error code 99 then D6

I recently changed cases on my computer. It worked great after and before the change. It posted and displayed on screen, but now it is giving an error code 99 which is a problem with a PCIE card. So I changed out my 290 for another old HD6450 and an error code D6 came up which was "VGA could not be recognized". I have tried everything I can think of: clearing CMOS, changing PCIE slots. Can someone give me an idea of what to do?

The problem is that it will not even go to the BIOS menu and the FX9590 doesn't have an integrated GPU.

I have an AZZA 800W PSU. I tried it on my old rig and it works great. The draw of this rig is only about 500W under load. According to the manual for the MB error 99 is a PCIE error.

I'm having the exact same problem, although whenn plug the gpu in the 8x slot the system works fine, I only get the error code d6 only when using the x16 slot.
