Asrock Extreme9 (New Build) won't start up. Where is the cpu power connector?

Hey guys, do you guys know where the CPU Power connector is on Asrock Extreme9 AC? My new custom build isn't starting up, but I have plugged everything except for the 'CPU Power Connector'. I can't tell if there isn't one, and that it is a problem with my PSU (Corsair AX860i). Does the AX860i turn on when you flick the switch or when the mobo is on? I am very VERY confused.

You will need to plug in the CPU power connector - it's up at the top of the board, by the heatsinks over the VRMs. That board has two.

I connected it, yet it still doesn't work. I can not tell what is wrong :|. I spent so much on this PC just for it not to work. Anything else?

I read and did all that yet it is still not turning on. Do I need windows? I don't have an OS, but I was trying to test the fans.

Did you push the power button on the case?

You should at least get some video output telling you there's no OS.

Nope. There is no power going to the Motherboard. I am not sure if the PSU's fan is meant to be spinning. It is an AX860i Corsair.

One of the PSU cables were actually broken/torn. I just replaced it.
