ASRock Fatal1ty X370 Does Not Post Just Power Cycles

I’m in the process of building a new machine and I’ve hit a snap right out of the gate. I plug in my machine and flip on the power supply switch (not the front panel switch) and the LEDs around the chip set go from a light blue/white to a pulsing red. When I push on the power button at the front panel, the system begins to power up as expected, the fans start spinning, hard drives power up, more LEDs and a digital readout showing “00”, however this only last for about 28 seconds and then it shuts down for 3 to 4 seconds and then powers back up for another 28 seconds before shutting down again. I’ve watched this power cycling go on for at least 5 iterations. My RAM is in the A2 and B2 slots, I have cleared the CMOS, I even took out the coin cell battery. I’ve tried booting with just one memory stick in the A1 and A2 slots. Any insight would be greatly appreciated.
