Asrock G41M-VS3 R2.0 with Galaxy FeForce 210 Graphics Card

I bought GALAXY Geforce 210 Graphics card and tried to install it as the manual says in PCIE slot first time to use it.
It didn't work. the fan is working but the display Says No signal. when I try to put the display on the VGA On boards it works normally. I reviewed the Bios and have an option if there are multiple cards assign one from (Onboard, PCIE, & PCI) I tried all of them nothing succeeded . Is there something I should do in the motherboard before I install like a connection between power supply and the motherboard especially for this installation.
please Help me .
My specifications as follow:
AsRock G41M-VS3 R2.0
Intel(R) Pentium(R) 4 CPU 3.00GHz 2.99GHz.
RAM 4.00 GB (3.75GB usable).
64-bit Operating System Windows 8.

If you don't have an adequate power supply then the card won't work.
GeForce 210 models:
Minimum of a 300 Watt power supply.
(Minimum recommended power supply with +12 Volt current rating of 18 amps.)

(page 39 of manual) Set this to [PCI Express]
Primary Graphics Adapter
This allows you to select [Onboard], [PCI] or [PCI Express] as the boot
graphic adapter priority. The default value is [PCI].

Clearing the CMOS will return the BIOS to default values if you have a problem. (page 20)
Always disconnect the power supply from the AC power when clearing the CMOS.
