Question Asrock h170m pro4 replacement

My mobo is having issues month after warranty. Pc used to turn on and off every few minutes. Then it started to restart after seconds without post. Now it doesn't turn on at all as cpu fan doesn't spin at all. Already tried replacing psu and cpu fan doesn't work.
So I hopefully have concluded correctly that motherboard is faulty so I'm looking for a motherboard which will work with my other components. It would be nice to have options so that I can make future upgrades to cpu. Someone please suggest motherboard or which type of motherboard I should search for.

It's 650watt.
I'm in India and most likely I'll purchase from some online store.
And sorry for not mentioning cabinet before, it's an old cabinet from NZXT, guardian 921.

Someone please help with some specific models? Budget is INR 10,000 which is around ~$140 but we have to pay lot more than USA price due to tax.
