Question Asrock H310CM-HDV/M.2 NO GPU video output (PCI-E)

I bought an Asrock H310CM-HDV/M.2 motherboard and I installed a video card Sapphire AMD Radeon HD 5450 1GB in the PCI-E slot.
For a month worked correctly but now only the internal VGA card working. I remove the CMOS battery and reset the BIOS but always same problem.
I tried PCI-E video cards but same issue. Nvidia GTX 650 GS, ATI RADEON HD 3870 and NVIDIA QUADRO NVS 310. These cards work in an other motherboard!!!!
I sent the motherboard to the store and the store has tested the motherboard with graphics card Geforce GT 730 and Radeon RX 580 with success.
I bought same card in Amazon and I had same problem, no VGA output with PCIE card above.
The PSU power is 650W and I tried with another one from 700W. All tests were done only with CPU (Intel Core i3 8100 3.6GHz), RAM (DDR4 8GB Silicon Power 2666MHz CL19), PSU (iTek 650W) and PCIE video card. I couldn't see any BIOS or boot screen!!!
Are there some incompatibility with Sapphire AMD Radeon HD 5450, Nvidia GTX 650 GS, ATI RADEON HD 3870 or NVIDIA QUADRO NVS 310 video card and Asrock H310CM-HDV/M.2 motherboard?
Can be a issue with the bios and PCI-E video card output signal?
I don't know what I can do!!!

With Asrock H310CM-HDV/M.2 and the video cards Radeon HD 5450, Nvidia GTX 650 GS, ATI RADEON HD 3870 and NVIDIA QUADRO NVS I don't see any video output!!! Work only internal VGA output!!!
The same PCIE video cards work in another motherboard.
 
I bought another videocard HD5450 and another motherboard, Gigabyte B365M H....don't work yet.

With an old motherboard ASUS H110M-C the two video cards Radeon HD5450 work corretly.

I think it's a compatibility issue.
