Solution
Maybe one of your RAM has problem. So test the RAM first.

Only use one stick RAM, clear the CMOS by the "clear CMOS" jumper or button, or remove the CMOS battery. Then test the RAM with MemTest86, https://www.memtest86.com/download.htm you can just run 4 or 5 passes to see there is any error or not. If you don't get any error, shut down the PC, remove the RAM and install other one to test, and you just repeat one by one until you test all the RAM. If one of them get one single error, yes, even the single error, that RAM has problem. If all the RAM can pass the test, try next step.

Remove the 1600mhz memory, use the 1333mhz RAM and boot into the BIOS, enable the intel XMP profile in the BIOS, save and exit. Check the manual for detail...

After set the XMP profile in the BIOS, shut down the PC, add other two 1600mhz RAM, boot the PC to see you can or can't boot. Keep in mind because you had one RAM is 2GB so that your PC will run in the single channel mode.
