Asrock M.2 heat sink question

Just bought a Asrock X470 Taichi motherboard and I am installing the M.2 main drive.

The motherboard heat sink comes with a sticky "rubber pad" underneath it. Is this part of the heatsink or can it be discarded? Ion't want to short out the M.2 if it's just packing foam, but if it's a thermal pad I don't want to run without it!

Thanks, I installed it and rebooted and it appears to be working, so I guess that was it. Seems like it wouldn't have killed them to label it! I suppose it's one of those things you're supposed to "just know" if you're building your own PC.
