ASRock MOBO is flashing red with no beeps and no read-out

I'm running in to a crazy issue with this build. Once I hooked everything up and flipped the power on the psu fan didn't turn, the mobo LEDs flash red, and the case fans spun 1/2 turn. There were no beeps and there was no read-out on the "Dr.Diagnosis". I took the psu out and powered up with a jumper, the fan spun. I hooked the psu to another computer, it ran fine. I unhooked everything from the mobo and tried just powering it, I got the same results.
Can you help?????

i5 7600k cpu
be quiet! Pure Rock Slim cpu cooler
EVGA GeForce GTX 1060 Graphics Card
EVGA 700B psu
Rosewill Rise case
PNY Anarchy 4x4 ram
SanDisk 480Gb ssd
WD 1Tb 7200 hdd

may need to pull it all back down and start back from scratch ? go back carefully and inspect like maybe you bent pins in the cpu socket or just as simple as a psu plug not fully plugged in or correct maybe the board is shorting to the case some how ??

it such a new platform theres not much info out there on them yet and may need to try asrock support for any of there input on this ?

check your power button lead from the case to the board may be wrong .. also I got new cases with a bad case switch as well and shorted things as this .

may try to jump star the board with a paperclip on the 2 board headers like a switch ..
