ASRock motherboard keeps asking what to boot from

I recentely Built a gaming pc, It has a used ASRock z170M pro4s with A new WD 1TB hard drive, Everytime I start the PC up. It asks what to boot from and the only Storage it has is the WD 1tb Hard drive. The hard drive works fine when I choose it and it has no problems with it working. I just makes me choose what to boot from everytime.

CPU: i5 6600k
GPU Gigabyte gaming g1 gtx 970
Storage: WD 1 TB
Mother board: USED Asrock z170M pro4s
 

The WD is brand new, bought it from Best buy. The OS was installed once from a USB flash drive. The first time i installed windows on the USB Flash drive, It wouldnt work. I installed windows again on the flash drive and installed it and it works fine. When I choose to boot from the hard drive everything after that works fine. But I have only installed windows 10 once on the computer.
 


I keep it in until it was installed on the Harddrive
 


It knows that the WD 1TB harddrive is there and i have even set it to boot from it and it doesn't do it.
 

I don't have another Sata cable, I also moved the sata cable down some into the Sata 3.5 port and it still does the same thing. One thing I didn't say it was a used motherboard, I didn't come with a Sats cable. But the Sata cable im using is a Rosewill.

 

They had tested the motherboard before they sent it and they showed it working.
 
I am not sure if you have solved your problem, I had same issue as you, I have AS ROCK Z270 KILLER motherboard exactly same problem as yourself.
I am using an M.2 SSD Western Digital hard Drive, getting same on start up ( Select Drive ), it was that I needed to update the BIOS to latest version.
and that fixed the problem
 
also forgot to tell in boot manager, switch boot manager from enabled to off, as on is a manual option which always allows you to select any drive to boot from off makes it follow your boot priority in your list
