Question Asrock N68-S vs3 FX do not start

on the Asrock N68-S vs3 FX the fan of processor start and shutdown when conect 12V 4 pins plug

Last every day it was working OK.
Starting without processor and only with the motherboard
connecting the 4pins 12V the processor fan start and shutdown immediately,
with sparkle soud in the 4pins contatct.
I think there is a short circuit , leak to eart, in some component
Is it right?
