Question Asrock x570 phantom gaming 4 Bios loop

I had someone give me an asrock x570 phantom gaming 4, i assembled everything outside the case,
with Ryzen 3 2300x cpu, one stick or ram and gpu. It boots into the bios screen, then after about 5 seconds
it powers off and restarts. It stays on a continuous loop after that. Could it be a corrupted bios?

what is your gpu.

reset your cmos page 26


also note when you remove the cable power cord from the pc you may have some energy left in the board hold the power button for a minute this will discharge any caps.
if you dont have a jumper cap on the board you can use a screw driver to tap the pins. mentioned on page 26

pages 7 and 8 will help you find said pins

this clears the bios of any overclocks the board may have been programmed with prior incase the last user didnt reset the bios its probly using old overclocks from another chip hence why its shutting down. cause its looking for either a cpu that doesnt exist or ram at a higher oc speed.
 
Thanks for the replies, i've used screwdriver to clear cmos and also held down power button
to discharge the board. My last resort is to take off bios chip and reprogram to latest ver.
Was hoping someone had a quick fix i could fix board with.
