I cannot get a 4TB Samsumsung 990 Pro PCIe 4.0 NVMe M.2 SSD to show up? I currently have a 512 950 Pro that works and shows up fine. Can this older mother board support higher than 512? Is there a setting or something I am doing wrong? The bios is updated. It does not show up in the bios or in Windows, it is brand new.

It does not show up in the bios or in Windows, it is brand new.
Do a simple test;

Take out your 950 Pro and install 990 Pro in the very same slot (the 2nd M.2 slot, labeled as "Ultra"). Look if drive shows up in BIOS.
If it does, great.

Now, install your 950 Pro into any of the two slots (1st one and 3rd one) and look if this known to work drive does show up in BIOS.
If it doesn't then 1st and 3rd M.2 slots do really support only SATA (AHCI) mode and not the NVMe (PCI-E) mode. That much i also gathered from holy bible of PCs (albeit it was difficult to understand).

Can this older mother board support higher than 512?
Chipset, Intel Z170, for sure supports NVMe SSDs at least 2TB in size. I too have Z170 chipset MoBo and i'm running 970 Evo Plus 2TB as my OS drive on my MoBo.

Thank you for the response. I tried all 3 slots with no luck on the 4tb 990. All 3 slots are labeled Ultra. Only my old 512 950 is working. Is there a specific setting in the Bios? Do I need to format the 4tb first maybe?

Got A new drive and same thing is happening. Also got a USB to m.2 enclosure, windows saw the 4TB drive and I formatted it in disk management. Then tried to reinsert on mother board in all 3 slots and again nothing. Also removed my video card, Wi-Fi card and 2 mechanical drives to see if there was any interference and nothing!

I contacted them a week ago with no reply, that is why I am on these forums. Thank you for your input. I thought maybe it was just a BIOS setting?

Gave another look on MoBo specs,
link: https://www.asrock.com/mb/Intel/Z170 Extreme7+/

And following is said there;
Storage: - 3 x Ultra M.2 Sockets, support M Key type 2230/2242/2260/2280/22110 M.2 SATA3 6.0 Gb/s module and M.2 PCI Express module up to Gen3 x4 (32 Gb/s).

Strange that is says "up to Gen3". 🤔 If this is true, Gen4 drives won't work on that MoBo. Though, Gen4 drive should still work, albeit at Gen3 speeds.
Still, it doesn't make sense why it wouldn't work.

Last ditch effort would be buying Gen3 drive and trying with that one. Samsung 970 Evo Plus is the best Gen3 drive out there and it's quite cheap as well. So, you can give it a try.
