I don't know why but sometimes I have to start my computer up 2 times like computer tower lights up and then everything is black but force shut down (hold power button) then press it again comes up fine. I have went into the bios and messed with the sleep mode to make it to where the motherboard shouldn't take time or w.e to turn on it did nothing what could be the problem to this I also checked all the wires and everything is plugged in nice. Specs: i7 2600k
2 gtx 970ssc and 16gs of ram 1000 power supply windows 8.1 on a 250gb ssd

You can safely remove one of the cards without damaging your system. And then just unplug the system from the wall, remove the battery and reinsert it. It's not really that complicated.
Sounds like you could have switched some critical settings on the motherboard that could be causing the shut downs. You might want to reset the CMOS by taking out the battery and putting it back in the motherboard. That would be the first step anyways..

Well I never messed with any of the settings it started happening after about a week after building it. Then someone told me to go to the bios and disable SECURE BOOT thats all I did but still having the same issue and its random some days computer starts up with no problem and then other days I have to start it 2 times

So it booted fine before you went into the BIOS. And then you went into the BIOS and now it's not booting fine. If you can turn on your system there's an LED panel on the motherboard itself. If the build powers on that panel should display two letters. That's called POST. If you post the two-letter POST code that might help determine what the problem is.

It booted up fine for about a week then started doing it then I looked up how to fix it and someone suggested to disable the Secure boot which was the only thing i messed with in bio and it didn't fix it and here I am trying to still figure it out. When I turn on the computer I get 4F,62,A2 codes and shutting down I get 04

Those are all normal codes, I can't seem to figure this one out, the only thing I would suggest at this point is to take out the battery and set it back in. That should clear things up.

Ok so how I do that I mean do I need everything unplugged is there some special way doing it? Also couldn't I press the reset button on the motherboard wouldn't that be the same thing as taking the battery out?

No you don't need to unplug everything just to take out the CMOS battery. Just unplug your system from the wall before proceeding.

Ok well my 2 gtx 970s are blocking the battery so wouldn't pressing the reset button have the same effect or should I take the cards out then take the battery out. Also when I unplug the tower from the wall and take the battery out do i wait like a minute and put it back in and plug it back to the wall and its reset or do I need to plug in the tower after the battery is out Ive never done this before

I would give the Reset button a try first. It should be a lot easier than pulling a GPU and the battery. Just make sure that the system is unplugged.
