AsRock Z77e-ITX does not start,

Have an ASRock Z77e-ITX mobo that does not start at all.

No fans spinning or diodes that light.
Only "sign of life" is that the CPU fan spins slowly on performing paperclip method.

Has been tested with the following:
* I5-2500k & i5-3570k (Fully functional in another system)
* 1st Corsair Vengeance LP & 1st 4GB HyperX (Not simultaneously, Fully functional in another system)
* Xigmatek 750W 80 Plus Bronze, Component Pro 300W & 500W Silverstone (Fully functional in another system)

Have also tried to disconnect the WiFi card with no other result.

What else can I do?
 
Solution
almost the same but different purpose, this method to check faulty between MAIN CHIP or IO CHIP.
if power on when shorting IO, MAIN CHIP was OK
but still not power maybe MAIN CHIP is dead,

You can try Baking it, or having a "professional" bake it. (re-flowing). Otherwise i think you did a good job troubleshooting.
Did you try all this outside the case? I've had motherboards that won't power on because of a bad contact protector (broken, almost not even there anymore) touching a standoff and shorting the board.

Everything is tested both in and outside the chassi.

I also washed the motherboard with alcohol.

baked? washes it out? doesn't effect with a dead board.
see at the back motherboard , look for ic name NUVOTON series , search on web about the pin out, just short pin "PS ON" with the next pin, ex; short pin 64 (ps ON) & 65. if the board power on, then try shot frontpanel pwr on.
so many asrock board with NUVOTON IO dead.
