I depends on where you are buying it from. If it is from a major online only retailer, then you may not be able to ensure it has the latest bios. In most cases, it will be able to run the haswell refresh out of the box, but not always. If it is a smaller local shop you are buying from, you can phone them up before they ship it to confirm the bios version. However, your best bet would be to get a Z97 board instead of the older Z87. If that's an option still.
If you have already ordered the Z87 motherboard and that CPU, worse case scenario would be that the motherboard doesn't have the latest bios. Your only option at that point (unless you happen to have a compatible CPU lying around) is to bring the motherboard into a local shop and have them flash the bios for you.
