ASRock Z97 Anniversary won't power up

Got this motherboard for my upgrade, but after everything's in it won't power up at all.
I'm a bit confused about the power button connectors for the case. Here's what the manual says:

I'm using my old case and in the old motherboard the power switch connector was labeled POWERSW+ and POWERSW-.

In the ASRock Z97 it's PWRBTN# and GRND. It's not clear whether it should be a horizontal or vertical connection either. I'm guessing the PWRBTN# is the + pin? I've tried it both horizontally or vertically but it doesn't work.
Unfortunately the board doesn't have an LED to indicate whether it has power or not, but the LAN card's LED light up so I'm pretty sure it's getting power. I've also tried hooking the ATX power, CPU 12V power and power switch connectors to the old mainboard and it starts right up. Am I missing something here? I'll try with 1 stick of RAM and with the video card out. Any ideas are appreciated. Thanks!
 
Solution
The problem was that I tried using my old PSU and plugged in the 2+6 PCIE power cable in the 4+4 ESP processor power outlet. Didn't know they were different and my old PSU didn't have a 4+4 cable. Got a new PSU and all is fine now.
