Question Assassin 120 running hot and loud

Is this normal? I have a Ryzen 7900x with a peerless assassin 120se. Case is well ventilated, cool environment. At idle(<2% cpu), it’s at 43C or so, with cou fans at 1000. Any load, immediately ramps fans up to 1300-1600 rpm, which is pretty loud. Have it set to eco in ryzen master, should top out at 65w. Just screams constantly. Checked the cpu, cooler surfaces, seem clean and flat. Tried repasting with a few kinds(thermal right, arctic Mx-6) with varying amounts, makes no difference. Fans scream with only the most minor load. Could the cooler heat pipes be defective?
 
Aorus b650m elite ax MB. Bios f8d. Big Antec 1200 case from about 10 years ago. 200mm fan on top, 120 mm fan in back. Setting these fan speeds doesn’t make much difference. Cooler fans directed towards back of case.
 
You could check the CPU power level in CPUID HWMonitor, AIDA64, etc., to see if it's being pegged at 65W.

What temperature does the CPU reach when the fans are running at 1600RPM? If it's below 95C (throttling temp), you could try adjusting the CPU fan profile in the BIOS and reduce the speed.

You don't have the 3 120mm front fans?

Those new processors will try to boost as high as they can till it reaches 95C.
The huge fan is right on top of the cooler. It’s very well ventilated. The point is, I see from Ryzen master that the draw is 50W or less and the fans are running full

cpuz reports 170w, but I think that’s the rating hard coded into the processor. Ryzen master is set to 65w. CPU reaches 70C with full fans, at less than 50w. Just seems like the reviews claimed this was quiet. Fans are never below 1050 at any time, although fancontrol reports they can be slowed to <500 via pwm.
 
So you don't have the 3 front fans to help cool everything?
No front fans. I actually found that the gigabyte control center was ramping the fans up by default. Even the “silent” mode was way off. Adjusted the curves manually and got the fans to ramp up much less.
