assassin creed black flag wont work except in safe mode

so as the title mentions im not able to run AC4 in normal mode soo i decided to launch in safe mode and it worked soo i do think that the problem which is causing AC4 not to work is a third party application soo im thinking about Refreshing my PC (windows 8.1) but im scared to lose my FILES not PROGRAMS even though i have a backup but i dont wanna lose my precious photos and memories ... Can anyone help me pls

Refreshing doesn't erase your photos. If you are scared something will go wrong, you can copy them onto a flash drive as a backup.

im a pretty unorganised guy i dont really know where are all my photos ._.
