Assassin's creed 3 not using my GPU

When entered into Boston game is lagging too much .Problem is AC3 is not using my GPU when entered into Boston .I noticed my GPU usage is less than 50%.My CPU is Core 2 Duo E5500 2.8 Ghz , GPU is HD 6670 1GB DDR5 & ram is 4gb .My screen resolution is 1366x768 . Is there any way this game can utilize my GPU 95% or more .

Your GPU is very low end to maybe you should upgrade both a bit, and Assassins Creed 3 has known issues in Boston with high end cards to, I would not worry hugely with poor performance on AC3 it's a poor port.
your CPU bottlenecks your GPU, so this should be a problem you run into with pretty much every game or gpu-using software.
This happens because a gpu can only do as much calculations as the cpu orders it to do. So if the cpu can't give the gpu enough orders because it's too slow, the gpu won't be used optimal.

advice: to solve this you should buy a new cpu/mobo combinaiton or just a whole new system if you want to play current-gen games (which could get quite expensive...)

that's true, ubisoft's PC ports are a little infamous 🙁 - and indeed your system isn't very high-end so if you plan on gaming for a few more years you might wanna get a whole new pc.
