Assassins Creed Black Flag lag because of processor

I just installed a clean OS on my vaio laptop VPCF236FM
and now when I play I get a huge drop in my FPS for 1 or 2 seconds and then it back to normal again.
I had this problem for a week but I think now I know the problem when I was playing assassins creed 4 i got that drop so I checked the performance tab in Task manager i found that core 0 is 100% processing just when I get the 1 or 2 seconds FPS drop and other cores working under 20% processing.

so I think the problem my game working on one core only
and btw all my drivers up to date

Looks like Ubisoft didn't change much from AC3, which had a similar problem, it would lean very heavily on one core and not do much with the rest, leading to poor performance on low clocked CPUs, especially mobile chips, and CPUs with very poor IPC. The GT 540m also isn't very fast, and might not deliver the greatest performance in AC4. Only other thing I can suggest, is check your temps to make sure you aren't overheating, and be sure to set Windows to use the 'high performance' power profile.
