Assassin's Creed Brotherhood Random Lag

Hi everyone!

For some reason, AC Brotherhood jerks at intervals on my PC. The game runs smoothly for a few seconds, jerks for a second, runs smoothly again for a few seconds, jerks again for a second, etc etc. For example, the FPS in the main menu goes from over 20 fps to around 16 fps in an instant and then goes up only to drop again. It happens even if I don't do anything. It's not the graphics settings because when I made the resolution 1024x768 it didn't affect the lag at all
I can run other games like SC: Blacklist, L4D2, and Ghost Recon Phantoms with consistent fps
Any ideas as to what might be causing this? I tried Razer Cortex which did nothing.

My PC specs:
Windows 8.1 64 Bit
8 GB RAM
Intel Core i7 3770s
Intel HD Graphics 4000
1 TB free space on a 7200 rpm hard drive

Yes dedicated cards are best but AC: B runs at a fine framerate. It's just that is randomly jerks.
Also, switching out of the game and switching back in makes the fps go a lot higher but it eventually drops back down. Any idea why?

Unfortunately the BIOS is locked.
 
I found the solution. I forgot that I changed the Windows settings to "Adjust for best performance of: Background services". I reverted it back to "Programs" and there is no more stuttering.
