I have asus rog 1070 the one that comes big with 3 fans i was playing csgo and and i looked down at my pc and theres only 2 fans only spinning the left one and right one and the middle one isnt spinning whats going on?
If you can try a more demanding game and monitor the temps, I'm almost 100% sure that the fans are set to spin once the GPU hits a certain temp with by default should be 60C. Once temps go above that then all the fans should spin. We know the fan is not defective since they all spin at startup.
Normally with the ASUS cards the fans don't spin until they reach a certain temp however if only two out of three fans are spinning that may be a defective card.

Try setting a manual fan curve with MSI Afterburner or EVGA Precision X16 and set the fans for example to 60%. If the middle fan doesn't spin then it means its defective and needs to be RMA'd to get fixed or replaced.

When i restart my computer the 3 fans spins normally and then stops

Yes and i tried now setting max cooling to 100% and all the fans kicked in just fine

Perfect, ok so yea that's how the card is setup to run. I would leave the settings as default so the fans will turn on as needed.
