asus 7950 stuck at 300 mhz

I am getting terrible performance with my 7950... I went into afterburner to monitor the usage settings, and my clock didnt get over 300 mhz while in tomb raider. with nothing running in the background, it runs at 300 mhz as well. any ideas on how to fix this "locking" of the gpu/base clock?
 
Restart your PC (if you haven't done that already). If that doesn't work then update your graphics drivers.

This can be caused by overclocking, if you have tweaked your card it could of reached it's max power target. So when the card get's to the overclocked mhz, it auto downclocks because it isn't allowed to use that much voltage.

Ya I didnt overclock on this rig yet. i just build it, and i am getting a wifi adapter soon, so I will see if the driver update helps it. Unfortunately restarting my pc didnt help. I did it twice. Once I get my adapter I will update the drivers and post back on the thread to pick the solution. thx!
