I've been having this problem ever since i built this computer about 6 months ago.
Specs:
Ryzen 5 1600 cpu
Nvidia gtx 1060 gpu
Asus prime B350 plus motherboard
16gb ddr4 ram (2 * gskill fortis 8gb)
M.2 Intel 760p 128 gb ssd
Basically, i noticed the windows time and date change continuously every time I'd restart the computer, and it used to fix itself when connected to the internet, but recently it has stopped fixing itself. I'm guessing it is incorrect when it starts due to the bios time being wrong, and now it doesn't autocorrect because the difference in correct time and bios time is too large? I have tried changing the bios time, but when i enter the correct time and date, i press save and the minutes and date change, but the hour shown at the top of the screen does not. When the minutes get to 60, the hour changes to 31, but the next restart it will be back at 30.

I have tried clearing the rtc ram as per page 14 of https://images-na.ssl-images-amazon.com/images/I/B1LcMwlCNGS.pdf
I believe a while ago i tried updating the bios but there were no updates, im not sure if I can force it to "reinstall" (dunno if that's what it'd called)
