This is a brand new build. Everything works fine. Passes POST, boots to windows fine and works well. However, if I have to restart the pc it wont restart. It will shut down windows and the monitor goes into power saving mode, but nothing comes back. I have an amber light on the board only. All the fans and lights stay on. I end up having to shut the box down and restart. Then it works fine.

Ryzen 5 1600 3.2GHz
Part number YD1600BBAFBOX

RAM: 2x Corsair 16 GB DDR4 3200
Part Number: CMW32GX4M2C3200C16

BIOS VER: 4001 x64
Build date 11-23-2020

I dont think this is a hardware compatibility issue as the system boots normally until I have to reset it after an update or something requiring a reboot.

If it were a compatibility issue, would it NOT pass POST to begin with?
It could still be a compatibility issue.
Apparently some LPX kits are suitable for AMD use, but Corsair doesn't really mark them specifically as such on the packaging.
There is some information on their website, but the key thing to look for, is a Z in the model name, such as CMK16GX4M2Z5000C18.
That means the kit should work with AMD. If...

That Amber light indicates a RAM issue.
Enter the BIOS and Set it to Optimized Defaults (on the Exit Tab).
Then Save and exit the BIOS.
If this issues doesn't happen after that, you will know that your DOCP (XMP) settings do not work properly for your system.

I have that same Motherboard with a Ryzen 5 2600 and 16 GBs of 3200 G.Skill RAM (F4-3200C16D-16GTZR).

What Exact Ryzen 5 CPU do you have ?
What Exact Model RAM kit ?

Just FYI:

Here are a few of the AMD Optimized "Z" kits I have seen:
CMK16GX4M2Z3200C16
CMK16GX4M2Z3466C16
CMK16GX4M2Z3600C14
CMK32GX4M2Z3600C18
That kit is: CMW32GX4M2C3200C16 (No Z)

Try enabling the DOCP Profile BUT then change the Memory Frequency to 2666, like this:

If that gets rid of the issue try changing the Memory Frequency to 2866 and test and then possibly 2933,

Thank you so much. This fixed the issue.

EDIT:

I changed the AI Overclock from Auto to DOCP and set Memeory Freq to DDR4-3200 and that fixed my issue.
