Asus board wont turn on

I have an asus P5KPL board that wont power on. When you press the power button the green power light comes on and the cpu and chasis fan just do a quarter turn then stop ive even stripped the mobo of all other components except the cpu but still it wont turn on even the psu wont turn on, but ive tested the psu by shorting it and it runs perfectly. Any ideas will help
