Question ASUS C621E keeps resetting

Hello, im working on a new build. Asus C621E sage with dual Xeon silver 4216 processors 128GB ram for HPC number crunching. Im water cooling the rig with Ice Man full nickel water blocks. Upon first boot attempt the machine runs for a couple seconds, spits out some codes and resets...over and over. I have tried swapping the CPUs in both single and dual config and swapped two memory modules both single and dual config. Tried with all perifierals hooked up and with nothing but cpus and memory installed...no luck.

The xeon 4216 uses a black plastic carrier...air cooler instructions left it installed...water block instructions do not mention it.

Codes are...08, 19, 39, 34, 89, A8, AF, 00, 06, 08. Cannot distinguish between 0s and Ds on the LEDs.

So doing more research, on the Intel site the spec for the Xeon Silver 4216 has a maximum memory speed of 2400MHz. The memory I bought is at 2666MHz. I suppose this mis-match could cause this behavior. I selected the memory from the comparability chart for the motherboard.
